An Taoiseach Enda Kenny Deptmarment of the Taoiseach Government Building Upper Merrion Street Dublin 2 30th October 2012 Dear Enda, I was taken to Mater Hospital at 2.30pm on the 20th September 2012 by an ambulance from Dorset Street Lower Dublin following an accident in my wheelchair. At the hospital, a few X-rays were taken on my back and they found nothing wrong with my back. Their diagnosis revealed I only had an irregular heartbeat. Consequently, I was admitted overnight. At about 8.30pm, I was put on the stretcher and was later moved to a dark room where I was made to pass the night all by myself. At about 9.30pm a woman came to register/process me, she said to me, “according to my records you are Mr. Tom Chambers living at Newcastle County Galway and your GP is Dr Pat Conway.” Despite having given my correct details on admission to at least six members of staff I was astounded to realise that both the address and the GP’s name on her record were wrong. Much later while in the cold room nobody came to change my clothes, I went on the stretcher with the same clothes I wore when I had the accident until when I was discharged the next day. At 12.30am a nurse opened my door and asked me if I would like a blanket. At 8.00am the following morning I was taken out of the room to the nurses’ station where I enjoyed a bit of heat at long last .The nurses monitored my heartbeat before I was discharged. Panic set in at about 1.00pm when my heart started racing mad because a nurse administered to me the wrong heart medication. I was later discharged at 5.00pm on Friday 21st September. I came back home to Newport Co Mayo and went to my GP who referred me to Mayo General Hospital. I was admitted on 27th September 2012 and following X-rays the findings were a fracture of the upper T1 to mid T11 level (Copy of report of radiology attached) which revealed contrary to the findings at Mater Hospital. I would like to know when I was discharged from Mater Hospital there was no information about my fractured backbone from their X-ray. The Consultant in Mayo General, who was looking after me, told me that, if it the fracture was not detected on time, it would have led to a heart attack. I’m writing to have this matter thoroughly investigated and to understand why a big Hospital like Mater should misdiagnose and mistreat such a life threatening incident. Kind regards, ………………… Tom Chambers

Editorial Update

Welcome to a new edition of the Independent Living News! This time we bring you news with a Nordic perspective.

The JAG Association turns 20 this year and JAG will be celebrating this by organising four conferences around Sweden, two of which have already taken place. The theme of the conferences so far have been opportunities and prospects for those of us with major disabilities. Meanwhile, there are intense debates about crime in relation to assistance benefit in Sweden. The question is: How can we secure the future of personal assistance in Sweden and our unique rights in legislation?

Political winds and technological progress naturally affects the lives of people with disabilities. The Nordic welfare center has identified some key trends in the Nordic countries and challenges in relation to the UN CRPD. The initative for the Nordic trend analysis comes from the Nordic Handicap Board. Since 1997 the Nordic Ministeral Board has worked as a policy making and advisory body to the Nordic Ministerial Board, but this will now change. In this edition of the Newsletter you can also read about Role Model Finn Hellman who is a journalist and activist from Sweden.

We also bring you news from ENIL's trips to Estonia for Peer Counseling, to Bulgaria to promote deinstitutionalization and to Cyprus to promote Independent Living. We hope you enjoy reading about the latest updates from the North Region of ENIL!

Putting People First-the end of local democracy?

Posted: 26 Oct 2012 02:53 AM PDT

  1. How does the elimination of 75 town councils and 700 local representatives enhance local government and accountability?
  2. How do you justify increasing the ratio of councillors from 1 in 2,336 (2nd lowest in EU)  to 1 in 4,800, making us the most under-represented country in the EU.
  3. Is it really worth doing to save €6 million?
  4. If so, why isn't Greece doing the same (1 councillor per 1,000) or France (1 councillor per 118) or Germany (1 councillor per 350).
  5. Why are the same people being elected to both Municipal Area Councils and County Councils, What about the Dual Mandate?
  6. Is cutting 7 regional assemblies an increase in local government?
  7. Why are there no direct elections to the remaining regional assemblies?
  8. Why are you voting to remove Town Councils, Borough Councils and City Councils which have existed separately for centuries in the interests of savings only, taking in no account the historical, economic, cultural, social and morale impact of such a move?  Meanwhile Dublin is to be left as 4 separate local authorities for no good reason.
  9. Why has no effort been made to differentiate between effective, efficient and successful councils and other less effective councils?
  10. Why are Councillors to be removed from the planning process even further by the removal of their powers under Section 140.  Section 140 is the provision whereby Councillors have the last say over the Executive and is an important piece of legislation which ensures that local government is not solely the purview of unelected officials?
  11. Do you not agree that this is a plan of budget cuts, a reduction of local democracy on a scale never seen in a modern European nation and a further centralisation of local government?
