A load of rubbish from Kathleen Lynch - We were told ,seems many years ago, the UN Convention would be signed off in this Dail session etc etc.  The only thing halting Ireland ratifying was Mental Capacity Bill, so what is all this from Minister of State Lynch - nothing more than excuses.? By the time Ireland ratifies it probably will be UN Convention on Old People with Disabilities!!!!!!!!

It is the Government's intention to ratify the UN Convention on   the Rights of Persons   with Disabilities as quickly as possible, taking into account the need to   ensure that all necessary legislative and administrative requirements   under the   Convention are being met. As you may be aware, Ireland does not become   party to treaties until it is first in a position to comply with the   obligations imposed   by the treaty in question, including by amending domestic law as     necessary. The ongoing implementation of our National Disability Strategy   in many respects   comprehends many of the provisions of the Convention. In addition, the   Inter-Departmental Committee on the Convention monitors the remaining   legislative   and administrative actions required to enable ratification. At the   Committee's request, the National Disability Authority, the lead statutory   agency for the   sector,is in the process of assisting it to assess the remaining   requirements for ratification so as to ensure conclusively that all such   issues will be addressed.   One of the key requirements in this regard is the enactment of capacity   legislation. The Programme for Government includes a commitment to   introduce a   Mental Capacity Bill that is in line with the UN Convention on the Rights   of Persons with Disabilities. Drafting of the bill is being finalised with   a view to publication   early in this Dail Session. I will like to request for a meeting with the Engineer Kelvin Keegin, Paul Benson, Gita  ??? (get second name from Peter) and Peter Clarke to look at the Jackie Clarke Library at Pearse Street, Ballina.

I visited the library on Friday, 18 of January 2013 and would like to bring to your attention some of my observations as regards people with disabilities accessing the facility

My Visit To Jackie Clarke Library In Ballina

I took a trip to Ballina to visit Jackie Clarke Libary at Pearse Street.
The following are my observations.

Positive

·         It is accessible with the lift.
·         Has lovely automatic doors.
·         There is a good signage around the building.
·         Fabulous collections and information
·         Great computerized display of arts and information.
·         very informative on Irish culture and history.
·         excellent centre for tourist and education centre.
·         very warm building.
·         well planned and captivating pictures, history books, newspapers, letters and others.
 
Negative

·         The garden is not accessible to wheelchair users.
·         Narrow doors, very hard to maneuver.
·         Improper lighting in some rooms.
·         No audio voice for one of the videos on display.
·         Toilet has no proper hand soap dispenser.
·         The history room about Jackie Clarke needs a noise proof door.
·         Poles at the entrance door not properly situated.
·         walls needs to be identified with coloured strips.
