Dear Party Leader and Dear Party Chairman,

I am writing to you both to outline my concerns in relation to the changes to the Children's Allowance and to the Respite Care grant.

The Children's allowance must be means tested even if it is along the lines of self declaration like the new property tax.

It is unfair on families with special needs, the elderly and particularly autistic children to reduce the respite care grant.  This is often the only chance that carers get to have some time of their own.  Again means test it or whatever but do not bring this in as is.

We must protect those who need help most, it's why I am a proud member of the Labour party.

Please make the necessary changes.

Please also do not allow abortion law to fall off the agenda.

Sincerely

Keith Martin

Editorial Update

Welcome to the latest edition of Independent Living News!

The ENIL Western Region had a very fruitful meeting on the 22nd and 23rd of October in Antwerp, Belgium. Independent Living champions from Belgium, the Netherlands, Germany, France, Ireland and the U.K. exchanged knowledge and shared experience. Regional meetings like this are very valuable for our network and the movement. We will certainly continue this way of working together. We thank the participants for their great contribution!

Also in October we had the ENIL Youth study session in Strasbourg. You can read more about it in this Newsletter. The foundations for an ENIL Youth Network have been set down. This is necessary for the future of our movement. Well done youngsters!

In 2013, we will be gathering in Strasbourg again. We will have our 6th Freedom Drive (9th – 12th September). This is the tenth anniversary of the Freedom Drive. You will be informed regularly about the events and the speakers but it promises to be one of the most exiting events we ever had! So start making travel and accommodation arrangements and mobilize others to participate. To get in the mood you can watch the 2011 Freedom Drive video that won the ENIL video competition from CIL Carmichael House, Dublin, Ireland.

Also in this newsletter you can find some important reading material. The Common European Guidelines on the Transition from Institutional to Community- based care and the Toolkit on the use of EU funding to support this process which ENIL through our project ECCL (European Coalition on Community Living) contributed to significantly have recently been published. There is a very recent study on the impact of the crisis on people with disabilities in Europe. This research report delivers evidence that is really alarming and confirms how necessary it is for us to go on with our fight for Independent Living and against the cuts and austerity measures.

We are making good progress, taking the lead in a Working Group 'Defend the Right to Independent Living' by cooperating with other NGO's. Step by step we are coming closer to our goal of realizing our proposed resolution by the European Parliament to stop and reverse austerity measures that hit people with disabilities disproportionally. We will need your support in 2013 to promote it and to lobby for its adoption by the EU Parliament!

We also ask you in this Newsletter to sign the petition from The Open Society Mental Health Initiative entitled "The EU must stop the illegal misuse of Structural Funds to build or renovate institutions for People with Disabilities."

The ENIL Board has adopted an updated version of ENIL's key definitions on Independent Living. These definitions are intended for use in the development of guidelines, policy and legislation at European Union level, Member State level and local level. They have been developed to prevent manipulation and the misuse of our language.

Enjoy reading our newsletter. We hope it brings you useful information and inspiration!

COMMISSION TAKES A STEP TOWARDS WEB ACCESSIBILITY FOR PERSONS WITH DISABILITIES

3 December 2012 /// Today the European Commission released a legislative proposal on the accessibility of public websites. Once adopted by the European Parliament and by the Council, it will allow, by 2015, Europeans with disabilities to have equal access to information on websites and benefit from services provided online.

The right of persons with disabilities to have access on an equal basis with others to all information and communications technologies, including internet, is clearly laid down in the UN Convention on the Rights of Persons with Disabilities (CRPD), that the EU has ratified. Nevertheless, up until now, only a limited percentage of public websites in the EU are fully accessible for persons with disabilities, while almost all private websites remain inaccessible.

This legislative proposal addresses public sector bodies' websites, such as those of municipality services, those for income taxes declaration, job search services, education, health related services, etc. It will contribute to ensuring participation of the citizens with disabilities to critical areas of public services, and information on their rights recognising them as equal citizens with others.  Legislation at EU level is much welcome as there is now growing evidence that divergent policy approaches to web accessibility in Member States are fragmenting the digital internal market and creating further obstacles to consumers with disabilities.

Having repeatedly stressed that accessibility is a prerequisite for the full participation of persons with disabilities in all aspects of life, the European Disability Forum (EDF) welcomes the legislative proposal as a first positive step towards the removal of all barriers to access internet products and services in the internal market.

"The disability movement will work with the European Parliament and the Council of the EU to ensure that the final text will be even more far reaching and will include firm obligations for all public websites as well as websites providing services to the public. EDF is also looking forward to working with the European Commission for its implementation in order to make a real difference in the lives of Europeans with Disabilities", stresses EDF President, Yannis Vardakastanis.

"I praise EDF for their engagement and efforts to support the needs of persons with disabilities and for promoting the importance of web-accessibility. I am convinced that EDF together with the other stakeholders will play a vital role in the next phase of the adoption process and continue to support our joint efforts to making web-accessibility a reality in the European Union", states the Vice President of the European Commission responsible for the digital agenda, Neelie Kroes.
